There are 1,254 Municipal Utility Districts in this metro, part of 1,569 water districts overall. 28 ZIP codes have more than half their land inside one. 77494 alone contains 36.

What this page will not do is quote you a tax rate per ZIP, because no honest source can. Your rate is the sum of the entities layered over your specific parcel, and MUD rates differ sharply between subdivisions a mile apart and change every year. What it does instead is tell you where MUDs are, so you know when to ask.

What a MUD is and why it is on your bill

A Municipal Utility District is a local government created to finance water, sewer and drainage for development outside city utility service. The district issues bonds to build the infrastructure, then levies a property tax to repay them. That is why MUDs cluster in the fast-growing unincorporated suburbs and are largely absent inside Houston city limits.

It is not a scam and it is not a red flag. It is how much of suburban Houston got built. But it is real money and it belongs in your budget before you write an offer, not after.

Rates fall as bonds are repaid. A young district carrying fresh debt often levies substantially more than a mature one nearby. Two similar houses in neighbouring subdivisions can carry meaningfully different total rates purely because of where each district sits in its bond cycle.

MUD tax is on top of everything else. County, school district, community college, city if incorporated, then the MUD. That stack is why Greater Houston total rates commonly land well above the state average in MUD areas.

These are the fast-growth suburban ZIPs, and the pattern is exactly what you would expect: master-planned communities built outside city utility service. If you are shopping Katy, Cypress, Fulshear, Richmond or the north corridor, assume a MUD until you confirm otherwise.

The inverse is just as useful. 123 of the 252 ZIPs here contain no MUD at all, and those are concentrated inside Houston city limits and the older incorporated suburbs, where city utilities were already in place.

How to find the actual rate for a specific house

Pull the parcel from the county appraisal district. The CAD record lists every taxing entity on that parcel with its rate. That total, not an estimate, is your number. County appraisal districts are named in the table headings above.

Ask for the MUD’s rate history and bond position. A district with most of its bonds repaid is a very different long-term cost from one that just issued. Districts publish this, and it is worth reading if you plan to stay.

Do not trust the listing’s tax figure. It often reflects the seller’s exemptions, not yours. If they had a homestead exemption or an over-65 freeze and you will not, your bill will be higher. Recalculate from the CAD record at your own exemption status.
